Kondisi ini tidak hanya mempengaruhi perencanaan perolehan proyek baru, tetapi juga menuntut penyesuaian operasional dan strategi perusahaan agar tetap relevan dalam lingkungan yang dinamis. Sebagai salah satu sektor penggerak utama perekonomian, industri konstruksi memiliki peran strategis dalam mendukung pembangunan nasional. Namun, di tengah perubahan kebijakan dan prioritas pemerintah yang masih dalam tahap penyesuaian, banyak pelaku industri yang harus mengelola risiko dan inovasi untuk menghadapi kondisi industri konstruksi kedepannya. Tantangan ini karena adanya penurunan fokus pemerintah pada sektor infrastruktur dan beralih kepada pembangunan sumber daya manusia dan tata kelola berkelanjutan melalui program Asta Cita. Namun demikian, komponen Pembentukan Modal Tetap Bruto (PMTB) tumbuh positif sebesar 4,61% yang didorong oleh peningkatan realisasi investasi PMA dan PMDN. Demikian juga dengan pertumbuhan modal pemerintah yang positif. STRATEGI DAN KEBIJAKAN STRATEGIS YANG DITETAPKAN PERSEROAN Dinamika ekonomi dan politik di tahun 2024 sangat mempengaruhi perkembangan bisnis konstruksi di Indonesia. Di tahun 2024, pemerintah mengurangi anggaran untuk infrastruktur sehingga pasar konstruksi yang berasal dari APBN mengalami penurunan. Disaat yang sama, Indonesia juga tengah menggelar pesta demokrasi yang salah satu agenda utamanya adalah pergantian pemimpin nasional. Hal tersebut membuat banyak pelaku usaha yang memilih untuk mengambil sikap wait and see. Menyikapi kondisi yang berkembang dan juga mempertimbangkan tantangan yang dihadapi, Direksi telah menerapkan sejumlah inisiatif strategis yang fokus utamanya adalah melakukan pembenahan dan mempersiapkan landasan yang kokoh agar WIKA dapat kembali tinggal landas di tahun mendatang. Beberapa inisiatif strategis yang dijalankan Perseroan tahun 2024 antara lain: 1. Optimalisasi Supply Chain Management (SCM), seperti WISE, VMS, dan E-Proc Menghadapi kenaikan biaya bahan baku global dan persaingan proyek infrastruktur yang terbatas (akibat peralihan fokus pemerintah ke Asta Cita), WIKA meningkatkan efisiensi rantai pasok melalui diversifikasi pemasok dan digitalisasi proses pengadaan untuk menjaga efisiensi operasional. 2. Manajemen Risiko Proaktif Antisipasi risiko akibat transisi pemerintahan dan penurunan anggaran infrastruktur dengan identifikasi risiko sejak fase lelang, mitigasi melalui klausul kontrak adaptif, dan kolaborasi strategis untuk memastikan proyek tetap On Time and On Budget. THE COMPANY'S POSITION IN THE INDUSTRY In 2024, the national construction sector was in a challenging and dynamic phase, especially the wait and see situation faced by industry players, reflecting an anticipatory attitude towards the government's strategic policies that would have a direct impact on the direction of infrastructure development in Indonesia. This condition not only affected the planning of new projects, but also demanded adjustments to the Company's operations and strategies to remain relevant in a dynamic environment. As one of the main drivers of the economy, the construction industry has a strategic role in supporting national development. However, amid changes in government policies and priorities that are still in the adjustment stage, many industry players must manage risk and innovation to face the conditions of construction industry in the future. This challenge is due to the government's decreased focus on the infrastructure sector and a shift to human resource development and sustainable governance through the Asta Cita program. However, the Gross Fixed Capital Formation (GFCF) component grew positively by 4.61%, driven by an increase in the realization of PMA and PMDN investments. Likewise, government capital growth was positive. STRATEGIC STRATEGIES AND POLICIES ESTABLISHED BY THE COMPANY The economic and political dynamics in 2024 greatly influenced the development of construction business in Indonesia. In 2024, the government reduced the budget for infrastructure, causing the construction market derived from the state budget to decline. At the same time, Indonesia was also holding a democratic election, one of the main agendas of which was the change of national leadership. This has caused many business people to choose to take a wait and see attitude. In response to the developing conditions and also considering the challenges faced, Board of Directors has implemented a number of strategic initiatives whose main focus is to make improvements and prepare a solid foundation so that WIKA can take off again in the coming year. Some of the strategic initiatives undertaken by the Company in 2024 include: 1. Optimization of Supply Chain Management (SCM), such as WISE, VMS, and E-Proc Faced with rising global raw material costs and limited infrastructure project competition (due to the government's shift in focus to Asta Cita), WIKA is improving supply chain efficiency through supplier diversification and digitization of the procurement process to maintain operational efficiency. 2. Proactive Risk Management Anticipate risks due to government transition and declining infrastructure budgets by identifying risks from the auction phase, mitigating through adaptive contract clauses, and strategic collaboration to ensure projects remain On Time and On Budget.
